This scratches my head. Confounds the senses. Can't sniff a callup on team with a pitching staff just that side of disaster-ville, but is good enough to be called up to the first place Rays?  There must be factors in play that are not obvious......

Phillips pitched 3 innings for Tampa last night and got a save.

And this morning they DFA'd him.

Seems like Tampa is doing pretty much what the Orioles are to get some innings.  Bringing up mediocre arms from AAA, getting a few innings out of them, and then DFAing them to make room on the 40 for the next one.
