If his previous tears didn't force a promotion, I don't know why the next one would.

If a 519 OBP for two months (assuming that quoted stat is correct - I didn't double check it) didn't force a promotion, not sure a couple more double and HR's mixed in are going to.

He also missed 7-10 of those intervening days w/ the injury.

Hicks’s 13.9 rWAR would be good for #10 all time among #5 overall picks (58 all time). That said, expectation may be different given what we know about Cowser to this point. For example, that 58 includes 20 players that never played in the majors (17 if we exclude Cowser, Austin Martin, and Elijah Green).

Nobody wants him brought up to be a backup. You can't sit Hicks while he's on this heater, but he's most likely to eventually revert back to the washed up guy we've seen over the last 2-3 years, at which point Cowser needs to come up and play.

Hicks will be the fourth outfielder when Mullins returns, but will play most days with Santander as the DH. Until someone is traded, Cowser is a backup, like Ortiz has been. He's better off where he is until someone is moved.

How can Hicks be both the fourth outfielder and playing most days? Who's the third outfielder if Santander is DHing?

No reason that Hicks can't be a backup while Cowser starts.  After Hicks invariably starts playing closer to the guy that was DFA'ed, McKenna goes to Norfolk.
