I have a group of friends in Tampa. And the concensus is that The Trop is just located in a horrible spot and not many people care to go through the difficult time of getting to it and getting in and out of the traffic. 

The area it's in has gotten much better in recent years.   That main street that runs from the bay straight past the stadium just a few blocks north  of it is chock full of good restaurants, bars, and craft breweries now.
