Should teams that dedicate significant time and resources to develop young players skills not have some ability to receive a benefit from those efforts?

I think we could discuss reductions in the amount of time players could be kept in the minor leagues and how long before a player is eligible for free agency.  But some reasonable control at both levels is needed, IMO.
