I stumbled upon this today. They explain everything here.

This is obviously their way of ranking and will be fluid of course as players change tiers.

Alex Wells isn’t even on the list.   Seriously, what does this guy have to do to get a little respect?

Seriously?  Do it in the majors.  That is what it is going to take.

The depth of that list fails badly after about 6-7 guys. They clearly haven't updated their projections for guys like Dietz and Baumann, for example.
