What is the difference for minor league portion and major league portion?  I know major league you have to stay in majors what are guidelines for minor league part and how do they decide who is which?

No guidelines. You get to keep them They cost you money

They’re not always filler. Choi signed a minor league deal with the O’s a few years back and was taken in the minor league phase...same with Kolarek (now a Dodger).

Almost all Triple-A portion Rule 5 guys are org guys that fill an organizational need. They are basically guys that the other organization didn't even felt deserved a spot on the AAA roster, which as you can imagine, is filled with a lot of fluff.
