Also, if they were to sign him before next years draft and it comes out of the 2024 pool, they would know exactly how much underslot they would need to account for  in the 2024 draft.

I think if he's projected in the 3rd round or better, the O's wouldn't have the bonus pool to sign him.  We're drafting late next year unless we collapse down the stretch, which has negative effects on our bonus pool.

If they are allowed to use next years pool they can pretty much do whatever they want to sign him.   They managed to save about 600K this year paying full slot to #1.    If Lott were to blow up and become a 1M type of bonus player it can certainly be done by going underslot in other rounds.   Our only serious underslots were in #8 and #9 this year.   You’d simply just going underslot earlier if you thought Lott was worth it.  
 

This years slot money for the last picks of rounds 6-10 was about 1M total.  A team could decide to punt that part of the draft on senior 50K type signings and save about 750K their plus the 225K they’re allowed to offer the draft and follow.  Now you’ve added an extra 2nd or 3rd round pick with a 925K bonus and paid slot to picks 1-5 without even going into the 5%.

And if we can get an extra pick for Gunnar finishing high in ROY, that would also add to the pool.

I think you're confusing the winner of ROY resulting in their team getting an extra draft pick with ROY runner-ups earning themselves (the player) a full year of service time (like Adley).

If the international draft is implemented, he could earn the club a selection if second or third in Rookie of the Year, or fourth or fifth in Cy Young. A team can gain at most one PPI pick in the amateur draft and three total PPI picks for any individual prospect, two international and one amateur, with a max of one such pick per year."
