It's a sunk cost, and they'll pay Bud Norris no matter what happens from here on out. The $4.4M was gone the minute his contract was signed. If the coaching staff believes that there is little chance he'll be productive in the next 3+ months there's no reason to even consider the money. (Disclaimer: I don't necessarily want to release Bud, nor do I have any knowledge of the coaching staff's opinion of him. This is just an explanation for why you'd release him.)
