And as I look at other organizations they drafted SO MANY 4th and 5th year college players.

The figures are all made public.  If spending on the draft drops right before they negotiate a new CBA it isn't going to go over well.

Because many Juniors and Seniors returned to school after the 2020 season, there are many more draftable players in those categories this year.  No conspiracy, just the way this year turned out.

This.  Many talented kids that would have been drafted in the rounds after 5 last year returned to school and are now a year older, thus all the seniors drafted.  No need for tin-foil hats or conspiracy theories, though I wouldn't be shocked to also hear that the lack of revenue last year and in some cases reduced this year has some places being a bit more careful of how they spend money.

I wonder how much the name, image and likeness ruling could impact sign-ability of HS players committed to big programs.
