It's a verbal agreement until the agreement is signed and submitted, but the contract is drawn up, reviewed, approved by parties, etc.

Duquette should have moved to wrap up the Fowler deal right away. It was announced 3 days ago, should not have left it on the table to linger like that. This strategy of grinding out every little detail is maddening and it just cost the team BIG time. Now we just gave up the #14 for 2 years of an injured Gallardo. This is a massive failure IMO.

Yes, agreements are just that until it is signed. Much like a verbal commit to a college sports team. Obviously, people hold their word, but something happened here. Orioles thought they had an agreement, Fowler thought they did and it all changed. Will see if I can find out more. I'm at the office now, might not be until later.

The Cubs just offloaded Coghlan to the A's this morning as well... makes you wonder if this agreement was just waiting for the Cubs to open up a spot for him.
