Is this signing a minor league depth signing?  Is this a sign that the O's are bringing up Westburg?

He's an outfielder, so not sure if has any bearing on Westburg at all.

Minor league depth. Stowers went on the IL the same day of the signing, so Norfolk was in need of outfielders. Bowie has had some injury issues too, so they couldn't spare a part.
