They called the Orioles offense a "rally offense" in yesterday's broadcast.

I had been searching for a word, and that's it. It's a big-inning offense. They rarely score one run at a time, but all the time. It's a good or great inning, and then nothing for the rest of the game. This occurs way too often. I would like to know what is the explanation for this.
