I am not advocating Tomas necessarily, but I don't think it is inherently riskier to sign a 23 year old Cuban player who has never played in MLB versus a 30 year old who is already in decline or a 34 year old coming off a career year.

But Tomas is proven against the Cuban equivalent of MLB. The track record of Cuban players in recent years is excellent. I don't know if there is a comprehensive list anywhere but I am hard pressed to think of one that has turned out to be a major mistake.
