Only 61 starting pitchers this year had an ERA under 5 in 2019 (min innings 160).  So that's like 2 for each team.  Dylan seems to me like an average starter with upside and a cheap contract.   Just about any team could use him.  

That's why I agree, only trade him if you are getting something of great value in return.

He's a young, affordable pitcher with two years of control. He throws innings. There's reason to believe he could be pretty good if he can figure out a way to limit homeruns - which might get better by just leaving the AL East and Camden Yards.

Not saying Bundy is some great pitcher, but he probably gets $10M+ if he's a free agent. He's got some value.

Nothing happened to him.   The projection system doesn’t like him, is all.   He was 10-7, 3.55 ERA, 125 ERA+, 1.29 WHIP last year.   For his career he has a 3.91 ERA, 110 ERA+, 1.30 WHIP.   Fangraphs (Steamer) projects him for 5.41 ERA and 1.50 WHIP next year.    Good for them.     To me, he’s a solid starting pitcher until proven otherwise.

I think they tell him stuff.  You read how he states that Bundy's salary is steep for a rebuilding team.  That is him working the propaganda.
