MLB and the Union failed to reach an agreement on a framework for an international draft.

So the international signing, and the free agent qualifying offer system, will remain intact for the remainder of the CBA (through 2026).

Since we are finally diving into this market as an organization I think this benefits the Orioles more than I would have thought in the off-season. I believe mlb clubs would have spent a ton more with either of the proposals drafted by mlb and mlbpa. Not too mention we are just now building out the facility in the DR.

How?   Could he even get a QO?   I'm not sure how that works with a mutual option.   If he declined it, would we then be able to QO him to get the draft pick?

Yes but there’s no way they’d offer him a QO.

I'm disappointed, at least in the international draft news. I've always wanted an equal playing field.

Who would the O's have been able to draft with their top draft picks? Who might they have drafted #1 in 2019? Who might they have drafted #2 in 2020? Who might they have drafted #5 in 2021? Or who would they get this year at #1?

Or geez, what about the lost 14 years from 1998 to 2011?

I'm pretty sure he can reject the option, and they can offer the qualifying offer, which he can likewise reject, and become a FA, eligible for draft compensation upon signing with another team.

Maybe.  It depends on what kind of contract you think he's getting in FA.

If the QO is like 1/18, doesn't it make sense for him to take 3/36?

There just no way Trey would reject a Qualifiying Offer.

Well, it was 18.4 last offseason, and dropping.

I think he could command 3/36 on the open market.  I think he might prefer that to 1/19.  I don't think that is unreasonable.

That scenario would net the O's a 3rd pick.

Are the QO rules the same as they were in 2017 or is it market dependent still?

The draft pick coming back is dependent upon the total value/average annual value of the deal.

With Mancini, to the best of my understanding, if he signs a FA deal exceeding 25 million total guaranteed, the Orioles would get a third round compensation pick.

I feel pretty strongly that Mancini will sign a multi-year deal in FA that exceeds 25 mil total guaranteed.
