The 26th Man: Position Player or Pitcher?

It's early yet, but I'm curious... with the implementation of a 26th player to MLB rosters starting in 2020, will Hyde/Elias go with an extra position player or go with yet another pitcher?  13/13 or 12 position players and 14 pitchers? After seeing how bad the pen was this year and how often we needed a position player on the mound, my best guess would be a pitcher. What say you?

Thought MLB had said 13 was the limit on pitchers for 26-man roster.  Don't have a reference handy tho...

Apparently that has yet to be finalized

Right. Not yet determined.

Furthermore, the number of pitchers a club can carry on the active roster will be capped at a certain number, to be decided by the aforementioned joint committee. To adhere to that rule, clubs will have to designate each of their players as either a pitcher or a position player prior to each player’s first day on the active roster for a given season
