They felt the essay questions sent by Ohtani were too hard.

No i get it...But its still perspective.  And while we made no effort to win, we were invited by Shohei Otani to make a proposal.  So as a major league team we were...in fact, entered.  We chose not to compete, and we are out.  The result is the same.  Since we made no effort, we did not plan to win his services.
