I went to an O's/Royals day game in late April a couple years ago. They eventually had everyone move up as close as they wanted and walked around handing out free chicken tenders. There only had to be around 5,000 there.

In 2011 there was apparently a game in Miami where 347 people were there for first pitch because of a hurricane on its way. In 1979 the A's had a game with a paid attendance of 653, with about 250 in the stands. The 1935 St. Louis Browns drew just over 80k for the season, which means they averaged just over 1000 per game. They had to have individual games way under 500. And the 1899 Cleveland Spiders drew so poorly after their real players had been "traded" to St. Louis that they gave up and went on the road for much of the year.
