They can’t. If you don’t sign someone in 1-10, you lose that slot money. That’s what happened to Houston with Atkin. They also lost another player that they’d planned to go overslot on.

Unless McLean is signing for significantly underslot, which does not appear to be the case, the Orioles will have blown through their slot pool with this signing and will be paying a 75 percent tax on the approximately $800,000 that they will have exceeded their draft pool by ($600,000), so this signing will end up costing the Orioles nearly $2,000,000.

This.  Whether we sign McLean or not, this uses up the overage.   Now McLean is either signing for slot, below, or not at all.   The fact that he hasn't signed is not a good sign.

The $1.2M didn't include the 5 percent overage of $850k, but does include McLean's slot value of $794K (available only if they sign McLean). So by Callis's calculations above, they could as high as $874,050 on McLean which means they have $80,050 left in the 5 percent overage pool if they sign McLean. If they don't sign McLean, his pool money (and the subsequent 5 percent overage) disappears and they can offer James Hicks (15th round pick) approximately $165K.
